When Cecil John Moore was born on April 15, 1900, in Galt, Ontario, Canada, his father, John, was 33 and his mother, Sarah, was 31. In the 1901 Cesus of Canada he is 11 mos old. In the 1911 Census of Canada he is 11 years old and living in Galt with his parents and 2 siblings - Howard, 17, Hazel, 14. Nine years later, in 1920 he married Josephine Stuart Forbes. They had sons: Wilbur Wallace and Lionel Laurence. On August 3, 1930, he married Fern Jones. They had one daughter, Barbara. He then married Mary Myer on August 3, 1940. They lived the rest of their lives in Colorado Springs, Colorado. Cecil died on December 21, 1973, at the age of 73.

In 1957 he worked at a place called Basic Incorporated Western Division in New Mexico.
He loved horses. It was a dream of his to start an amusement park and call it Frontier Town. In a letter dated 28 March 1972 he said he had "been given 3 broker firms that all are in deep interest in financing an Amusement Park, one in California, one in Freeport, Ill. and other in Switzerland....have important meeting tonite with 3 & again Sat. nite with all of us on a telephone conference set up with the California Broker." In a letter dated June 1973 he was still working on it. He died December 1973.
